Move the decimal point 3 spaces to the left

Example

                     County: $150,000 x .003416 = $512.40
                       Municipal: $150,000 x .002 = $300.00
                School: $150,000 x .0198400 =  $2,976.00
                    Total: $150,000 x .0252560 = $3,788.40
